Project Details
The redevelopment of Washington Village housing is a substantial, multi-phase project for the revitalization of the South Norwalk neighborhood. Portions of the neighborhood lie within a 100-year flood plain, and superstorm Sandy’s damage was a call for action to include new storm-resilient infrastructure and housing. This, plus the growing demand for private development along the river, has rallied the entire Norwalk community around revitalizing this key area.
The US Department of Housing & Urban Development (HUD) awarded the Norwalk Housing Authority a $30 million Choice Neighborhoods Initiative (CNI) grant for the new Washington Village. The goal for the initiative is to build high quality, mixed-income housing, provide children and families with educational resources, and spur public and private investment in the area. This project will transform one of the oldest affordable housing complexes in Connecticut into 136 affordable housing units, 67 workforce housing units, and 70 market-rate units in two, three, and four-story buildings.
To Design created the construction documents for the site which includes parking for residents, concrete walks, play equipment, and exercise stations, community gardens, extensive plantings, mulitple gathering spaces, and special pavement treatment at building entrances.
Phase I of the redevelopment was completed in October 2018, which includes a new 10-unit apartment building at 13 Day St. and a nearby 70-unit building at 20 Day St.
